dc.description.abstractIst Deutschland auf Waldbrandkatastrophen vorbereitet? Dies ist die zentrale Frage dieser wissenschaftlichen Arbeit. Zahlreiche Großwaldbrände der Vergangenheit zeigen ein deutliches Waldbrandpotential für die bundesdeutschen Areale, speziell in Ostdeutschland. Als eine der Folgen des global warming ist zukünftig mit einem Anstieg der Gefahrensituation zu rechnen. Anhand der Untersuchung zweier Katastrophenwaldbrände wurden Schwachstellen bei der Bekämpfung dieser Waldbrände aufgezeigt, aber auch positive Aspekte herausgestellt. Die wichtigste Erkenntnis ist hierbei die große Bedeutung der Brandbekämpfung aus der Luft. Sie spielt die Schlüsselrolle bei der Bekämpfung von Großwaldbränden. Daher untersucht diese Arbeit die aktuelle Situation in Deutschland und erstellt erstmals ein bundesweites Kataster der Hubschrauberaußenlastbehälter sowie den dazugehörigen Trägerfahrzeugen (Hubschrauber). Aufgrund dieses Katasters sowie einer Auflistung der Systeme zur Branddetektion (Feuerwachtürme und kameragestützte Systeme) kommt diese Arbeit zu dem Ergebnis, dass man in Deutschland gut auf Waldbrandkatastrophen vorbereitet ist. Gleichzeitig liefert diese Arbeit aber auch Optimierungsmöglichkeiten in Form eines Maßnahmenkatalogs. So ist beispielsweise das System der Waldbrandprognose nach M-68 zu überarbeiten, da es die tatsächliche Gefährdungslage teilweise unterschätzt, Simulationsprogramme zur Ausbreitung von Waldbränden sind zu entwickeln, Sicherheitsregeln sind einzuführen. Weiterhin ist die indirekte Brandbekämpfung durch die Aufstellung von task-forces in Deutschland erstmalig zu ermöglichen.de_DE
dc.description.abstractAbstract Has Germany taken precautions against disastrous forest fires? This is the central issue of this thesis. Numerous large forest fires in the past have shown a significant threat of such fires, particularly in East Germany. As one of the consequences of global warming an increase in the danger of fires has to be expected for the future. On the basis of an investigation of two disastrous forest fires on the one hand weak points and positive aspects on the other have been identified. The most important finding is the key role that combating fires from the air plays. That is why this thesis examines the current situation in Germany and for the first time constructs a distribution map of helicopter buckets and the helicopters belonging to them for the whole of Germany. On the basis of this distribution map as well as a list of systems of fire detection (fire lookouts and camera-based systems) this thesis reaches the conclusion that Germany has taken adequate precautions against disastrous forest fires. At the same time this thesis offers ways of optimizing these precautions in the form of a catalogue of measures: The system of predicting forest fires according to M-68, for example, has to be revised since it partly underestimates the real threat of fires. Simulation programmes concerning the spread of forest fires have to be developed, security rules have to be introduced. Furthermore, task forces for indirect combating of forest fires should be recruited in Germany for the fist time.en_GB
